Andrew is a Partner in Anthony Collins Solicitors LLP. He co-leads our procurement and construction team. He has been with the firm since 1997 and before then spent 7 years in-house in local government. As well as specialising in procurement and construction, Andrew has a background in governance and regeneration projects.

Andrew wrote the National Housing Federation “Guide to the EU procurement rules” (2nd edition published 2007) a practical guide for registered providers on how to comply with the EU procurement rules. He was also the editor and main author of the NHF Contract Management guide (published January 2010, with a second edition in 2020). Andrew leads the team from Anthony Collins Solicitors LLP that keeps the NHF Schedule of Rates contract up to date. He has also written the EU procurement parts of the NHF Procurement in Practice book published in 2013.

Andrew and his team work with registered providers, local authorities and ALMOs to set up major contracts and framework agreements including contracts for maintenance, servicing, planned improvements, new build, materials supply IT and professional services. His work includes advising on all aspects of public procurement law and related governance issues, delivering procurement training; reviewing procurement processes and procurement and contract documentation and helping clients ensure that procurement processes are both legally compliant and commercially prudent. Andrew has been advising a number of clients recently on the impact of Covid-19 on their contracts and Procurement Policy Note 02/20, as well as his “regular” workload of advising on several large responsive, servicing and planned maintenance contracts, DLO insourcing and joint venture projects and materials supply contracts.
