The Government is cracking down on unsafe cladding, with the BSR launching a new enforcement unit to hold building owners accountable. Find out what this means for landlords and how to stay compliant.

The Government wants to accelerate the remediation of HRBs, starting with those clad with combustible aluminium composite material (ACM) and high-pressure laminate (HPL). In response to the Grenfell Phase 2 Inquiry report, it has transferred responsibility for fire safety from the Home Office to MHCLG. This brings responsibility for building safety and fire safety under a single Secretary of State to provide a more coherent approach to keeping people safe from fire in their homes.
What is the BSR doing to enforce remediation action plans?
A new Remediation Enforcement Unit is being set up in the BSR to quickly assess the cladding risk for all registered buildings. The Unit will hold owners of registered HRBs clad with combustible ACM and HPL to account, enforcing where necessary to ensure unsafe cladding on HRBs is remediated. The unit is expected to be operational by Summer 2025.
What should landlords do?
Having registered their HRBs, landlords (PAP/AP) should identify all their HRBs clad with combustible ACM and HPL and ensure that action plans are developed to carry out remedial work to all HRBs assessed with a higher risk posed by their cladding. They should make it a priority to implement these plans.
In addition, landlords should continue managing building safety and developing their resident engagement strategies to ensure residents of HRBs are safe. They should also be collecting all information required for the Building Safety case report and carrying out all other actions so they are ready to apply for a BAC when invited by the BSR.
What information is required for BAC?
PAPs must provide:
- the resident engagement strategy
- information about the mandatory occurrence reporting system
- the safety case report.
BSR will ask PAPs to confirm that they, and any other accountable persons for the building are providing building information to relevant individuals and organisations.

In addition, the Chartered Association of Building Engineers (CABE) and Building a Safer Future (BSF) have entered a new strategic partnership support organisations assess their competency in relation to building safety, especially in regard to HRBs.
